PyO3 0.30 drops Python 3.8 and raises its MSRV to 1.85, so follow suit: bump rust-version, test abi3 against py39, and remove 3.8 from the CI matrix. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Looks good. Though, I figure matrix should use non-dev 3.15 (as it's been released), and add the dev for 3.16 (to match current practice).

Thanks! Switched to the released 3.15/3.15t in e898a9e, which matches PyO3's own CI. I've held off on 3.16-dev since PyO3 doesn't test against it yet and setup-python doesn't have a 3.16 build. Happy to add it once either changes.
